The man at the front of the Jewish congregation is dressed like a Viking to exaggerate that he is a gentile (non-Jew). Notice how his face is drawn to make him look stupid. The image accompanies text stating that a non-Jew has no right reading from a Torah scroll before a Jewish congregation.
