The Noahide agenda on the US Supreme Court

In 1999, the US Supreme Court accepted an amicus curiae (friend of the court) brief from two Jewish legal advocacy groups; the National Jewish Commission on Law and Public Affairs (COLPA) and The International Association of Jewish Lawyers and Jurists (IAJLJ); the briefing was reviewed by Deputy President of the Supreme Court of Israel, Rabbi Justice Elon (since retired).

The brief was prepared by Nathan and Alyza Lewin. The briefing was in favor of suspending a death sentence by electrocution in the state of Florida (Bryan v. Moore) with the stated intention being to uphold the 8th amendment which protects citizens from “cruel and unusual punishment”. The brief suggests that decapitation would be a suitable form of punishment; remember decapitation is the demanded form of execution for non-Jews who break any of the Noahide Laws. The Lewin team who submitted the brief have also promoted the Noahide Laws on the Supreme Court before (HOSANNA-TABOR EVANGELICAL LUTHERAN CHURCH AND SCHOOL, Petitioner, v. EQUAL EMPLOYMENT OPPORTUNITY COMMISSION, ET AL., Respondent). 


Later in 2002, at the launch of the National Institute for Judaic Law at the Supreme Court, the Lewins and the founder of the Institute, Norson Gurary, further introduced the Supreme Court Justices to Noahide Law. Finally in 2004, the Anti-Defamation League submitted a brief to the Supreme Court stating the Noahide Laws are "binding on the entire human race". The Noahide agenda has begun its influence in the Supreme Court.

A fundamental principle of the Jewish religious tradition is that any society – including a gentile community – must establish a judicial system to hear and decide civil controversies. Establishment of courts is deemed one of the basic seven commands that bind all Noahides – i.e., non-Jews.

The brief promotes decapitation as being in line with the 8th amendment's prohibition against cruel and unusual punishment

It is striking, we submit, that in prescribing methods for imposition of the death penalty almost two millennia ago, the rabbis of the Talmud were concerned about the same factors that have emerged from this Court’s Eighth Amendment jurisprudence. Primary concerns under Talmudic law are (1) the prevention of unnecessary pain and (2) avoidance of mutilation or dismemberment of the body. As discussed below, the four means of execution described in the Talmud were designed to utilize the most effective technology and scientific knowledge available at the time, to minimize the pain of the person who was being put to death, and to avoid mutilation of his or her body. The methods described in the Talmud, therefore, differ significantly from what is commonly assumed from a reading of the Biblical text.

The Mishna (Sanhedrin 52b) describes execution by decapitation – which was invoked primarily for murderers – as the same form of capital punishment that was used at the time by civil rulers under the Roman legal system. The condemned person’s trachea and esophagus were severed with a sharp sword so that he would die instantly. When one rabbi of the Mishna suggested that it was too demeaning to the accused to be executed in a standing position because his body would slump to the floor and that, instead, his head should be positioned on a wooden chopping-block and removed with an ax, the majority of the rabbis responded that this was impermissible because it could result in even greater mutilation.

This discussion on the subject of decapitation reveals again how conscious the rabbis were of the obligations (1) to impose rapid death, (2) to minimize pain, and (3) to avoid mutilation. In actual administration of this form of execution, they sought to achieve these objectives. The discussion of this form of execution was again concluded with the previously cited observation, attributed to one Rabbi Nachman, quoting Rabba the son of Avuha: "Scripture states, ‘You shall love your fellow as yourself’ so that you must choose for him a humane death." This admonition is repeated in the Talmudic tractates Pesachim (75a) and Ketubot (37a).

The Lewins and Norson Gurary launch National Institure of Judaic Law at Supreme Court

The launch of the Washington-based National Institute for Judaic Law was marked Tuesday night with a kosher dinner at the Supreme Court attended by 200 people, including three Supreme Court Justices – Ruth Bader Ginsberg, Stephen Breyer, and Antonin Scalia.

Scalia, in a letter to the institute’s founder, Noson Gurary, wrote that “Jewish law is certainly one of the oldest and most highly developed systems” and explained why the comparative study of legal traditions was beneficial.

“The idea is to make Jewish law more accessible to everyone,” said Washington lawyer Alyza Lewin. Both Lewin and her father Nathan Lewin are helping establish the institute.

Last year, Alyza Lewin filed a brief to the Supreme Court based on the Talmud’s take on capital punishment when the court was readying to hear a case on the constitutionality of the electric chair.

Norson Gurary introduced the Chief Justices to the Noahide Laws

Chabad’s Rabbi Nosson Gurary of Buffalo befriended Justice Scalia at Buffalo Law School and he came down to Washington to talk to him and other justices about starting an institute on Jewish law, which unfortunately never really got off the ground.

But with the understanding that it was going to begin, Justices Scalia and Ginsburg – and I think Breyer – agreed to be part of a kosher dinner in the Great Hall of the Supreme Court. I think it was the only truly kosher dinner ever held there, and I was asked to be the emcee.

It turned out that the Daf Yomi that day talked about the Sheva Mitzvos Bnei Noach [one of which is establishing] courts, so I distributed the sections of that daf and we even learned a piece of it.

Anti-Defamation League tells the Supreme Court the Noahide Laws are "binding on the entire human race"

"The Torah narrates several binding legal agreements between God and human beings. In Genesis, for example, God directs Noah, the other survivors of the great flood, and their descendants – in other words, all of humanity at that time – to populate the earth, not to eat living meat, and not to shed human blood because humanity is created in the divine image. The Israeli government officially supports Noahide evangelism

A person who accepts the Noahide laws upon themselves is called "Noahide", a concept we will be discussing later. In 2018 the Israeli news service Haaretz published an article about a Noahide missionary organization in Israel called the "Noahide World Center" The article states that the center has the official support of the Israeli government, the Chief Rabbinate of Israel, and Prime Minister Netanyahu. According to the article, Noahidism is subordinate to Judaism and some Rabbis are promoting the idea that the Noahides must accept that the Jews are not only spiritually superior but also racially superior to non-Jews, they must also recognize Zionism and the state of Israel. Members of one Noahide colony in the Philippines are quoted by scholars as saying that White Jews are the rulers of the world and are superior because they have the blood of the chosen people; the Noahides believe that Jews have five levels to their souls while non-Jews only have three and are animalistic, a flaw which can only be overcome by guidance from Jews. Indeed, some Rabbis openly proclaim the Noahide movement is a new form of racial colonialism and refer to the Noahides as the new "global south". The leader of the Philippines Noahide mission, Emmanuel Villegas, had his former Christian followers renounce Christianity and burn their Bibles; the practice of Christianity can often be viewed as "idolatry" under Noahide Law. Prime Minister Netanyahu met with these Filipino Noahides personally and affirmed that the Noahide Laws are obligatory for all non-Jews. It is stated that The Temple Institute which receives funds from the Israeli government also supports Noahide evangelism. In addition, the Noahide World Center has published a prayer book and a law book for Noahides.

The "Noahide Project" of the Noahide World Center has support from the Israeli government

The Noahide Project, which has Israeli governmental and rabbinical support, is trying to proselytize members of remote communities. Just as long as they don’t call themselves Jews, right?

This is the world order being promoted by the Noahide Project, which has the support of Israel’s Chief Rabbinate and of the Israeli government. The Noahide theological project is closely related to Netanyahu’s foreign policy approach, which is based on religious support for Israel. As he worded the theological message he offered on Humanity Day in 2015, “The Seven Mitzvot of the Children of Noah are matters of both faith and morality, which according to our sages obligate all of the non-Jewish peoples of the world. These commandments serve as a basis for establishing a civilized society.” The final goal of Rabbi Cherki and the Noahide World Center, we are told, is a modest one: seven billion believers.

“Our friends all over the world, the Noahides… You are the lucid persons in a perplex world. You are the hope of the world. Happy good day.” Thus, in somewhat broken English, Rabbi Oury Cherki, head of the Noahide World Center, greeted his followers in a video clip on the occasion of “Humanity Day,” the holiday of the Noahides (also known as Children of Noah), which was last celebrated on the 27th day of the Hebrew month of Marheshvan (Nov. 10, 2017).

Noahides are members of the new religion of Noahidism who are subordinate to Judaism.

But who are these Noahides? They are members of a new religion, subordinate to Judaism, founded by rabbis from Israel, mainly from Chabad and the religious Zionist movement. According to the World Center, there are dozens of Noahide communities across the world, with more than 20,000 believers. That’s a hefty number, given that the religion was only founded at the beginning of the decade. Small Noahide communities exist in various countries, with the largest one in the Philippines.

It’s a form of Zionist mission, which seeks to create a world religion whose believers adore the Jewish people and the State of Israel – without belonging to either. The believers are required to accept the supremacy of Judaism but are not accepted into the Jewish people and are even barred from upholding such commandments as Sabbath observance. Anyone who wishes to be a Noahide is called upon mainly to recognize the Jewish people and its state.

Noahides burn the New Testament

One of the groups Feldman observed lives in a mountainous, “financially challenged” rural region. In the past its members were cave dwellers who belonged to a Sabbath-observing church called Sacred Name Believers. Their leader is the Noahide preacher Emmanuel Villegas. For years he visited poor communities on various islands and converted them to the Children of Noah. He called on them to renounce Christianity and to burn their holy books – though not before cutting out the Tetragrammaton (God’s Hebrew name) from the texts.

Jews have higher levels to their souls than non-Jews

Feldman quotes one members of the community, who explained to her, “You are very lucky because you are white, and white people are rulers of the earth. But you are also a Jew. You are very gifted because you have blood from the Chosen people, from Abraham and Isaac.” In his sermons, Villegas explains why his community is forbidden to uphold Jewish commandments, and dwells on the essence of the difference between Noahides and Jews. Jews, he says, possess an inner sanctity that draws them close to a divine level: “The Jew has five levels of soul while the Noahide only has three levels and remains on an animalistic level, and this is written in the Kabbalah.”

Noahides are incapable of reaching the level of the Jews, but they can learn how to improve themselves by way of the seven commandments. The questions-and-answers site asknoah.org also instructs the Children of Noah on how to cope with animal cravings. In the meantime, Chabad is making efforts to spread the word among non-Jews in Israel, too – a project that was introduced by the late Rabbi Boaz Kali, from Haifa.

A Ethnic Hierarchy

But the interpretation of Rabbi Cherki and the Chabad rabbis uses the Noahide precepts to lay down an ethnic hierarchy between Jews and gentiles. Feldman notes that the Noahide religion constitutes a new form of colonial relations and racial ideology in which the rabbis are shaping a new faith for the inhabitants of the “global south” as an instrument to advance religious and nationalist goals.

The Temple Institute Supports The Noahide Project

the Temple Institute, which advocates the building of the Third Temple on Jerusalem, on the site of the first two, started to promote the Noahide project. In the view of the institute’s rabbis, the gentiles’ upholding of the Seven Laws is an important stage in the messianic process at the height of which the temple will be built and Israel will become a theocracy that will gain the gentiles’ support.

Noahide World Center publishes prayer book for Noahides

As preparations move forward to build the Third Temple as the House of Prayer for All Nations, rabbis are beginning to cope with the practical issues of what that prayer will be. One rabbi has prepared a prayer book specifically for non-Jews that contains daily prayers as well as for any occasion.

Under the direction of Rabbi Oury Amos Cherki, the Noahide World Center-Brit Olam created a prayer book for Noahides. Noahides are non-Jews who perform the seven Noahide laws incumbent upon all of mankind with the intention of doing so because it is God’s will.

Rav Cherki believes that it was essential to create a prayer book for non-Jews now. As a part of his philosophy, Rabbi Cherki places a particular emphasis on the meaning of Zionism and the establishment of the state of Israel. He asserts that the birth of modern political Zionism signified the atchalta d’geulah (beginning of the redemption) and the non-Jews play an important role in this Jewish redemption.

Noahide World Center publishing law book for Noahides

Two weeks ago, with the approach of Parshat Noach, the Brit Olam World Noahide Center, founded in 2011, announced the completion of a Shulchan Aruch for Bnei Noach, written by the organization’s director, Rabbi Ouri Sherki.

The Vatican declares Noahide Law to be “incumbent on all humanity” and Biblical

In 2007 the Vatican officially stated in two proclamations that the Noahide Laws are "incumbent on all humanity". The Pontiff Jean–Louis Cardinal Tauran stated that it is humanity's "duty" to establish Noahide norms in society. The Vatican also states that the Noahide Laws come from the Biblical books of Genesis 9:9-12 and Acts 15:28-29... we will show below that this is not true. This means the Vatican joins the United States government (here) and the United Nations (here) in officially recognizing the Noahide Laws, adding to the Noahide agenda's list of allies.

Vatican Declares The Noahide Laws 
To Be "Incumbent On All Humanity"

Vatican says there are limits to individual human freedoms and freedom of choice is not absolute. The Noahide Laws are incumbent on all of humanity. The Noahide Laws come from the Bible books of Genesis 9:9-12 and Acts 15:28-29.

God has created the human person as a social being which by definition places limits on individual human freedom. Moreover freedom of choice is derived from God and therefore is not absolute, but must reflect Divine will and law. Accordingly human beings are called to freely obey the Divine will as manifested in the Creation and in His revealed word.
Jewish tradition emphasizes the Noachide Covenant (cf. Gn 9: 9-12) as containing. the universal moral code which is incumbent on all humanity. This idea is reflected in Christian Scripture in the Book of Acts 15: 28-29.

After the deluge and the covenant with Noah and his descendants, the road to divine goodness was opened through faithfulness to so-called “Noahic” precepts, which can be summarized with the prohibition of idolatry and violence against our neighbors, and with the duty to establish a society that is regulated according to just norms (cf. Do Not Come From The Bible

The Vatican stated that the Noahide Laws come from the Biblical books of Acts and Genesis, we prove below this is not true from the Bible books themselves and from scholarly Jewish sources

Genesis does not delineate the whole of Noahide Law 

12 God said, “This is the token of the covenant which I make between me and you and every living creature that is with you, for perpetual generations: 13 I set my rainbow in the cloud, and it will be a sign of a covenant between me and the earth. 14 When I bring a cloud over the earth, that the rainbow will be seen in the cloud, 15 and I will remember my covenant, which is between me and you and every living creature of all flesh, and the waters will no more become a flood to destroy all flesh. 16 The rainbow will be in the cloud. Although only those laws which are found in the earlier chapters of the Pentateuch, before the record of the revelation at Sinai, should, it would seem, be binding upon all mankind, yet the Rabbis discarded some and, by hermeneutic rules or in accordance with some tradition (see Judah ha-Levi, “Cuzari,” iii. 73), introduced others which are not found there... Thus,the Talmud frequently speaks of “the seven laws of the sons of Noah,” which were regarded as obligatory upon all mankind, in contradistinction to those that were binding upon Israelites only (Tosef., ‘Ab. Zarah, ix. 4; Sanh. 56a et seq.).

Jewish Scholar confirms the Noahide Law do not come from the Bible but Jewish tradition

Moses Mendelssohn, a Jewish philosopher and major figure in the Jewish enlightenment... Mendelssohn added that the Noahide laws are seemingly not learned by exegesis – there is no clear-cut Biblical reference to them – but only through the Jewish tradition.

UN Diplomatic Core signs "Declaration of the Seven Laws of Noah" and more

There have been several developments at the United Nations regarding the Noahide Laws, here are some of them.

UN Diplomatic Core signs "Declaration of the Seven Laws of Noah"

Uploaded on the official United Nations website is a document called "Uniting the United Nations with Seven Noahide Laws". In this document we learn that on June 10, 2013 the UN Diplomatic corps, UN Press Officers, and other officials gathered at the UN headquarters in New York to learn how the Seven Noahide Laws must play a key role in international efforts for world peace. Guests of honor from the UN Diplomatic Corps also signed a "Declaration of the Seven Laws of Noah," which emphasized the importance of the Seven Noahide Laws in maintaining peace, justice, and harmony among peoples and nations." Does this mean that United Nations has officially endorsed the Noahide Laws? What does the declaration say?

The event was hosted by the Institute of Noahide Code (INC) lead by Rabbi Yakov D. Cohen. Rabbi Cohen discussed how "monotheism" is essential for breaking down barriers between cultures. The document explicitly lays out the Noahide prohibitions against idolatry (which can include Christianity and perhaps Islam). The document states that Jews are obligated to teach the Seven Noahide Laws and that "all people of the are obligated to follow" them. The document also mentions Rabbi Menachem Mendel Schneerson ("The Lubavitcher Rebbe") a man who dedicated his life to spreading Noahide ideology - he is lauded in all of the public laws and proclamations which recognize the Noahide Laws as the foundation of the United States (here) and he is on record stating that non-Jews have satanic souls (here).

Uniting the United Nations with Seven Noahide Laws Diplomats,
Delegates, and Emissaries Gather at UN Headquarters for "One People, One World" Conference

UNITED NATIONS, New York (June 10, 2013) – On the heels of the Lubavitcher Rebbe's 19th Yahrtzeit, members of the UN Diplomatic corps, UN Press Officers, and and other officials gathered at the UN headquarters in New York to learn how the Seven Noahide Laws must play a key role in international efforts for world peace.

"On this day, people from all over the world gathered on behalf of the Laws of Noah," said Rabbi Yakov D. Cohen, head of the Institute of Noahide Code, which sponsored the conference. "Their observance is required, so that the vision of the United Nations—to have a settled and civilized world, filled with economic justice and righteousness—will prevail."

Titled "One People, One World," the conference brought together journalists, diplomats, and delegates from countries across the globe – including Egypt and Israel. Guests of honor from the UN Diplomatic Corps also signed a "Declaration of the Seven Laws of Noah," which emphasized the importance of the Seven Noahide Laws in maintaining peace, justice, and harmony among peoples and nations.

In his remarks at the event, Rabbi Cohen discussed how monotheism – uniting the world under the one true G-d – is essential for breaking down barriers between cultures. Looking around the room – filled with faces reflecting the diversity of the United Nations itself – Rabbi Cohen insisted that we must work together in bringing the international community to a higher level of spiritual understanding of man's place in the universe.

Other speakers at the event included Cartell Gore, President of the Booker T. Washington Business League, and Richard Dawson, Director of Dawson Associates International, who insisted that all Jews are obligated to teach the Seven Noahide Laws.

In addition to prohibiting idolatry, the Noahide code also forbids blasphemy, forbidden sexual relationships, murder, theft, and cruelty to animals. It also commands its followers to implement orderly processes of justice.

The Institute of Noahide Code is a UN-accredited NGO dedicated to spreading awareness of the Seven Noahide Laws, which all peoples of the world are obligated to follow. It takes its guidance from the inspiring vision of the Lubavitcher Rebbe, who understood the inherent power of these laws to unite the nations of the world.

The Noahide Laws were recognized in the USA because they were presented as "education" rather than religion

The federal public laws recognizing the Noahide Laws in the USA state that they are the basis upon which the nation was founded and that it is the nation's responsibility to educate the public on these laws. Many wonder how these laws were passed since they so obviously breaks the spirit of the law of the separation of church and state. According to Rabbi Cohen of the Institute Of Noahide Code, the bill was passed because Noahide Law was presented as "education" and not religion.

The Institue of Noahide Code list "decapitation" on its website

The organization has listed "decapitation" as part of the command to create Noahide courts on its official website. 

That the court is to administer the death penalty by the sword [i.e., decapitation].

Awareness of the Noahide Laws helps the United Nations fight anti-Semitism

Rabbi Cohen believes raising awareness about the Seven Noahide Laws has helped shaped the United Nation's policies on anti-Semitism.

Rabbi Yakov David Cohen, who founded the Institute of Noahide Code, believes that his work raising awareness about the seven laws of Noah’s sons among prominent members of the international community has helped lead to a change in “how the UN views the Jewish  people and this has affected their policies especially on anti-Semitism." He feels "the Universal Noahide Code is a means to obtain peace, unity and redemption for the entire world.”  He stressed that his work has led to the initiation of events at the UN commemorating the Holocaust and a Hanukkah party for prominent members of the international community.

Poway Rabbis asks UN to adopt the Noahide Laws

In 2019, after the Poway synogogue shooting, the Poway synagogue Rabbi, Rabbi Yisroel Goldstein, was the guest of Israel’s Ambassador to the United Nations, Danny Danon. Rabbi Goldstein told the United Nations to adopt the Noahide Laws as a means to peace, he asked the members to seek the advice of Rabbi Menachem M. Schneerson.

Echoing the words of a speech prepared for presentation at the United Nations in 1987 and edited by the Rebbe, Goldstein spoke about the moral duty to educate the world about the universal ethical principles, known as the Noahide Laws, which were the bedrock of societies that survived and thrived since the dawn of civilization.

“The Rebbe writes about the power of the United Nations,” said Goldstein. “All of you here have been given by G‑d an opportunity to make a difference in the world. The Rebbe taught us something very poignant. That indeed when the world was repopulated after the flood with Noah, G‑d gave seven laws called the Noahide Laws.”

Goldstein called these laws “the bedrock of any civilization that was to exist.”

He suggested that if only the United Nations will go back to the basics, and inspire and empower member nations to adopt the seven Noahide Laws, then “this world would be a very different world, and perhaps we wouldn’t have lost 150 million lives that we have lost in the last 200 years. So I ask every nation that is here, everyone listening, consider taking the seven Noahide Laws back to the basics and apply them to real daily life, and we will see a world of difference.”

Repeal The Jewish Noahide Laws In The USA

We have now learned what the Noahide Laws are, discriminatory Jewish laws which come from the Babylonian Talmud, and which apply mandatorily to non-Jews and prohibit freedom of religion, freedom of speech, and freedom of sexuality on pain of death by decapitation.

Laws & Proclamations Passed In The USA

This may be hard to believe for many but there have been at least 12 laws and 5 proclamations passed in the USA which in some way, shape of form recognize the Noahide Laws. Now these laws are not exactly unconstitutional because they do not make the Noahide Laws the laws of the land, but that does not mean they cannot be repealed, laws written such as these can be repealed because they make "offensive" or inaccurate statements, which you will see these laws and proclamations make both. The full text of these laws can be read toward the bottom of this post but let us highlight the offensive and inaccurate statements these laws and proclamations make about the Noahide Laws in the United States of America. In regards to the statements made of Rabbi Menachem Mendel Schneerson, these statements and laudations are offensive because in addition to being a proponent of the Noahide Laws, Rabbi Schneerson stated that non-Jews have satanic souls and implied that they are nothing more than the property of Jews (here)

These Laws & Proclamations Are "Offensive" And Inaccurate And Need To Be Repealed

The Noahide Laws demand the decapitation of anyone who is following a religion not approved of by Judaism (including Christianity and perhaps Islam), anyone blaspheming the Jewish god (blaspheming other gods is ok), as well as persons engaging in sex outside heterosexual marriage, yet these laws are stated to be the foundation upon which America was founded and much worse, and Rabbi Schneerson who said non-Jews have satanic souls is praised and revered. Whereas Rabbi Menachem Mendel Schneerson, leader of the Lubavitch movement, is universally respected and revered and his eighty-seventh year will be seen as the year of continued "turn and return", the year in which we continue to turn to an education which will return the world to the moral and ethical values contained in the Seven Noahide Laws;
Whereas, this year of 1989 (5749 on the Hebrew calendar) is the "40th Anniversary" in which the Rebbe completes the fourth decade since his ascension to the world leadership of the Lubavitch movement and spiritual guidance of world Jewry; and

Whereas this has been reflected in the "international scroll of honor" which has been signed by the President of the United States and other heads of state:

Now, therefore, be it

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That April 16, 1989, the eighty-seventh birthday of Rabbi Menachem Mendel Schneerson, leader and head of the worldwide Lubavitch movement, and April 6, 1990, are each designated as "Education Day, U.SA.". The President is requested to issue a proclamation calling upon the people of the United States to observe each such day with appropriate ceremonies and activities. We also call on heads of state of the world to join our President in this tribute by signing similar scrolls of honor which will be presented in their respective countries this year of the "40th Anniversary". Amid the distractions and concerns of our,daily existence, it is appropriate that Americans pause to reflect upon the ancient ethical principles and moral values which are the foundation of our character as a nation. 
We seek, and steadfastly pursue, the benefits of education. But education must be more than factual enlightenment—it must enrich the character as well as the mind. 

One shining example for people of all faiths of what education ought to be is that provided by the Lubavitch movement, headed by Rabbi Menachem Schneerson, a worldwide spiritual leader who will celebrate his 80th birthday on April 4, 1982. The Lubavitcher Rebbe's work stands as a reminder that knowledge is an unworthy goal unless it is accompanied by moral and spiritual wisdom and understanding. He has provided a vivid example of the eternal validity of the Seven Noahide Laws, a moral code for all of us regardless of religious faith. May he go from strength to strength. In recognition of the Lubavitcher Rebbe's 80th birthday, the Senate and the House of Representatives of the United States in Congress assembled have issued House Joint Resolution 447 to set aside April 4, 1982, as a "National Day of Reflection."

Throughout our history, Americans have recognized that education is vital to our Nation's future. Our educational system has always done far more than simply train people for a given job or profession; it has equipped generation upon generation of young men and women for lives of responsible citizenship, by helping to teach them the basic ethical values and principles that are both our heritage as a free people and the foundation of civilized life.

As the beneficiaries of that heritage, we bear a corresponding responsibility to ensure that the moral values on which freedom rests continue to be transmitted to each successive generation of Americans. 

If our educational efforts are rooted in first principles—that human life is sacred; that men and women should be treated as individuals, with certain fundamental rights and responsibilities; that respect for law is crucial to the survival of freedom—then our children and our children's children will share, as we have, in the blessings of liberty.

The Lubavitch movement, headed by Rabbi Menachem Mendel Schneerson, has provided people of all faiths a shining example of the true value of education. The Lubavitcher Rebbe's work is a living reminder that knowledge is worthy only when accompanied by moral and spiritual wisdom and understanding.

In fostering and promoting a tradition of ethical values that can trace its roots to the Seven Noahide Laws, which have often been cited as universal norms of ethical conduct and a guarantee of fundamental human rights, the Lubavitch movement and its greatly respected leader have shown Americans of every faith that true education involves not simply what one knows, but how one lives.

In recognition of Rabbi Schneerson's contributions and in honor of his 82nd birthday on the 11th day of the Jewish month Nisan, which falls this year on April 13, the Congress, by House Joint Resolution 520, has designated April 13, 1984, as "Education Day, U.S.A.," and has authorized and requested the President to issue an appropriate proclamation.

In order to achieve its highest goals, education must be more than just a training in facts and figures, or even in basic skills, as important as they are. It must also include instruction in the deepest ethical values of our civilization. 

Very few Americans have done more to promote these ethical values as the basis of civilization than Rabbi Menachem Mendel Schneerson, the leader of the worldwide Lubavitch movement. The word "Lubavitch" comes from the name of a Russian city and means city of love. That is very appropriate because, of all the ethical values which inform our civilization, none is more important than love—love of wisdom, love of our fellowman, and love of our Creator. 

These are the values which Rabbi Menachem Mendel Schneerson exemplifies. And they are the values, with their roots in the Seven Noahide Laws, which have guided the Lubavitch movement throughout its history. They are the essence of education at its best, and we should be certain that we pass on this precious heritage to all young Americans. 

In recognition of Rabbi Schneerson's contributions and in honor of his 83rd birthday, which falls this year on April 2, the Congress, by House Joint Resolution 186, has designated April 2, 1985, as "Education Day, U.S.A." and authorized and requested the President to issue an appropriate proclamation in observance of this event.

From earliest colonial days, Americans have always known that education is the golden key that opens the door to achievement and progress. This Administration has placed renewed emphasis on excellence in education, and already the results are encouraging. By setting high standards we challenge the young to stretch their mental muscles and strive to achieve the best that is in them. Such an education succeeds because it makes learning an adventure.

Education is like a diamond with many facets: it includes the basic mastery of numbers and letters that give us access to the treasury of human knowledge, accumulated and refined through the ages; it includes technical and vocational training as well as instruction in science, higher mathematics, and humane letters. But no true education can leave out the moral and spiritual dimensions of human life and human striving. Only education that addresses this dimension can lead to that blend of compassion, humility, and understanding that is summed up in one word: wisdom.
"Happy the man," Scripture tells us, "who finds wisdom. . . . Her ways are ways of pleasantness, and all her paths are peace. She is a tree of life to those who come to possess her."

The Congress has sought to call attention to these durable values by adopting resolutions that pay tribute to the example of Rabbi Menachem Mendel Schneerson, a man who has dedicated his life to the search for wisdom and to guiding others along its pathways. He exemplifies the rich tradition ofthe Seven Noahide Laws, which have been the lodestar of the Lubavitch movement from its inception.

In recognition of Rabbi Schneerson's noble achievements and in celebration of his 84th birthday, the Congress, by House Joint Resolution 582, has designated April 20 as "Education Day, U.S.A." and authorized and requested the President to issue an appropriate proclamation in observance of this event.

Ethical values are the foundation for civilized society. A society that

The principles of moral and ethical conduct that have formed the basis for all civilizations come to us, in part, from the centuries-old Seven Noahide Laws. The Noahide Laws are actually seven commandments given to man by God, as recorded in the Old Testament. These commandments include prohibitions against murder, robbery, adultery, blasphemy, and greed, as well as the positive order to establish courts of justice.  

Through the leadership of Rabbi Menachem Schneerson and the worldwide Lubavitch movement, the Noahide Laws—and standards of conduct duly derived from them—have been promulgated around the globe. 

It is fitting that we honor Rabbi Schneerson and acknowledge his important contributions to society. Our great Nation takes just pride in its dedication to the principles of justice, equality, and truth. Americans also understand that we have a responsibility to inspire the same dedication in future generations. We owe a tremendous debt to Rabbi Schneerson and to all those who promote education that embraces moral and ethical values and emphasizes their importance. 

In recognition of Rabbi Schneerson's vital efforts, and in celebration of his 87th birthday, the Congress, by House Joint Resolution 173, has designated April 16, 1989, and April 6, 1990, as "Education Day, U.S.A." and has authorized and requested the President to issue an appropriate proclamation in observance of these days.
