Only a perfect Noahide following all 7 laws can be a witness in a Noahide court

Again in this video Rabbi Danny Myers reiterates as he did before (here) that in a Noahide trial a non-Jew can be executed upon the testimony of one witness (who can be a relative) and one judge, while a Jew can only be condemned upon the testimony of two witnesses, who cannot be relatives (more incentive to lie?), they are tried by several several more judge, and Jews were entitled to an official warning before committing their crime. Now in this video Rabbi Danny Myers tells us that in order to be a witness in a Noahide court the non-Jew must carefully follow the 7 Noahide Laws (and that includes all the sub-laws). What if you are a non-Jew who witnessed a murder? However, the point might be moot since if we were at a stage where Noahide courts were in operation, any non-Jew who did not follow the Noahide Laws would be dead.
