There are no less than 6 laws and two proclamations recognizing the Noahide Laws in the USA



PLEASE NOTE: - after consulting with lawyers it needs to be noted that these laws are not unconstitutional as they do not make the Noahide Laws the laws of America, however, laws written in ways such as this can be repealed for being "offensive" or inaccurate, which these are both. It is the principle of the matter, our congress and president should not be condoning these ideas in any official capacity.

The central point of this website had been till now, to repeals Public Law 102-14 (here) which officially recognizes the Noahide Laws in the United States on the Federal level. I had written in a previous article that by accident I stumbled upon another law which makes similar statement (Public Law 103-14) and was signed in 1993 by President Clinton (here). It was funny since after finding Public Law 103-14, I wondered if there were other law which recognized the Noahide Laws which had escaped detection and could act as sleeper laws or backup laws should Public Law 102-14 be repealed. However, after doing some investigation at 
https://www.govinfo.gov/, I found that there are no less than six public laws and two proclamations which recognize the Noahide Laws federally in the United States. What is interesting is that the laws are all very similar, but each law has a unique stipulation which helps us see the evolution of Noahide Law in the law and in society in the US. The full laws and proclamations can be found if you scroll down to the bottom of this article, but lets go over the summary of these laws as they appear in chronological order and see the ideas being fermented in the United States federal government. 

The Public Laws

Public 97-166

The first four recognitions of Public Law 97-166 can be found in all Noahide indicating public laws afterward (except Public Law 103-14), here is what it states:
  • The Noahide Laws are the basis upon which the American nation was founded
  • Society is concerned with the weakening of the Noahide Laws
  • The weakening of Noahide Law threatens society
  • It is the nation's responsibility to educate the public on these Noahide Laws
Public Law 97-166 has two unique statements, that the public needs reminder about the duties of the Noahide Laws, and that April 4th, 1982 would be a "National Day of Reflection" to commemorate the work of one Rabbi Menachem Mendel Scheerson in promoting the Noahide Laws. The law was signed by President Ronald Reagan in 1982
  • The public needs occasional reminder about the duties of the Noahide Laws
  • A "National Day of Reflection" is called to commemorate Rabbi Schneerson's work in promoting the ethics of the Noahide Laws, April 4th, 1982
  • Signed by President Ronald Reagan, 1982

Public Law 100-25

Public Law 100-25 has many of the same statements as Public Law 97-166, but there are a few additions. First is added that without Noahide Law, the nation stands in peril of chaos, and this is stated in all other Noahide Law indicating laws after  (except Public Law 103-14), so is the addition that the Lubavitch Movement promotes the Noahide Laws (except for Public Law 103-14). New information is added however. April 10th, 1987 is proclaimed "Education Day, USA" which begins the year of "turn and return" in which the USA will turn to education and charity to return the world to the values of the Noahide Laws. It is recognized that Rabbi Schneerson is the leader of the Lubavitch movement. An additional statement is that this sentiment will be recognized by a international scroll sighed by the President and other heads of state. Public Law 100-25 was signed in 1987 by Ronald Reagan.

  • This turning toward education to return the world the the values of the Noahide Laws will be reflected in an international scroll signed by the president and other heads of state.

Public Law 100-279

Public Law 100-279 states it is a "continuation" of the year of "turn and return". But most importantly, this time, instead of saying that the project to spread the values of the Noahide Laws through education and charity "will be" stipulated in an international scroll signed by the President and other heads of state, it says this international scroll "has been" signed (the promise in Public Law 100-25 was kept). Where is this international scroll, what authority does it have, and what does it say? This remains unknown. The law was signed by Ronald Reagon in 1988.
  • Rabbi Menachem Mendel Schneerson's 86th birthday will be a continuation of "turn and return" in which the USA turn to education to return the world to the ethics of the Noahide Laws
  • The turning toward education to return the world to the values of the Noahide Laws which is reflected in an international scroll which has been signed by the president and other heads of state. 
  • Signed by President Ronald Reagan, 1988

Public Law 101-267

Public Law 101-267  states it will also be a "continuation" of the year of "turn and return".However, very importantly, it is stated that Rebbi Manachem Mendel Scheerson has "ascended" to the leadership of "world Jewery". Has the United States government officially recognized Rabbi Menachem Mendel Scheerson as the highest authority of Judaism, a Rabbi who said non-Jews have "satanic souls" (here)? The law was signed in 1990 by George H. W. Bush
  • Rabbi Menachem Mendel Schneerson's 88th birthday will be a continuation of "turn and return" in which the USA turn to education to return the world to the ethics of the Noahide Laws
  • That Rebbe Manachem Mendel Schneerson has ascended to the leadership of the guidance of world Jewry which has been reflected in an international scroll which has been signed by the president and other heads of state. 
  • Signed by George Bush, 1990

Public Law 102-14

Rather than continuing to commemorate the year of "turn and return", Public Law 102-14 begins a new commemoration of a "year of 'education and giving'", a year in which the United States will use education and charity to return the world to the values of the Noahide Laws. This time, these statements it seems will be recognized in a new international scroll (one had already been signed in 100-279) which will be signed by the President and other heads of state. Has this international scroll been signed like the one from Public Law 100-279? Where is it? What does it say? How much authority does it carry? George H. W. Bush signed the law in 1991.
  • Rabbi Menachem Mendel Schneerson's 89th birthday will be seen as the start of a year of "education and giving", the year in we use education and charity to return the world to the values of  Noahide Laws,  and that this will be reflected in an international scroll which will be  signed by the president and other heads of state. 
  • Signed by President George H. W. Bush, 1991
Public Law 103-14

Public Law 103-14 signed by President Bill Clinton in 1993 does not contain any of the statements shared by the other laws, but proclaims the following:
  • Ethical teachings have found expression in the Noahide Law
  • Education and sharing are the two pillars of the Noahide Laws
  • Rabbi Schneerson has interpreted the increasing vitality of the Noahide Laws in human understanding and betterment
  • Signed by President Bill Clinton, 1993
Proclamations

There are two proclamations which were signed by President Ronald Reagan which recognize the Noahide Laws. 

Proclamation 4921

Proclamation 4921 was signed in 1982 and states the following:
  • The Noahide Laws are a moral code for all regardless of faith
  • Rebbi Menachem Schneerson provides an example of the eternal validity of the Noahide Laws
  • Signed by Ronald Reagan, 1982
Proclamation 5317

Proclamation 5317 was signed in 1985 and states the following:
  • Rabbi Menachem Mendel Schneerson exemplifies the values of the Noahide Laws
  • Education must include instructions on the Noahide Laws
  • The Noahide Laws are the deepest ethical values of the American Nation
  • Joint House Resolution 186, on Rebbi Shcneerson's 83rd birthday, designates April 2, 1885 "Education Day, USA" recognizing Rabbi Schneerson's contributions in regards to Noahide Law
  • Signed by Ronald Reagan, 1985
CONCLUSION

These seven laws and two proclamations make some serious statements about the role of the Noahide Laws in the US government and internationally. Each statement from each law needs to be dissected and its ramifications made clear, we need to have solid reasons to have these laws and proclamations repealed.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled. That the President is authorized to issue a proclamation designating April 4, 1982, which this year coincides with the eightieth birthday of Rabbi Menachem Mendel Schneerson, universally respected and revered leader and head of the worldwide Lubavitch movement, who has done so much to foster and promote these ethical values and principles, as the "National Day of Reflection".

Whereas the Lubavicher Rebbe's 91st birthday falls on April 2, 1993; 

Whereas in tribute to this esteemed spiritual leader, the Lubavicher Rebbe's birthday will be designated as "Education and Sharing Day, U.S.A."; and

National Day of Reflection

A Proclamation 

Amid the distractions and concerns of our,daily existence, it is appropriate that Americans pause to reflect upon the ancient ethical principles and moral values which are the foundation of our character as a nation. 

We seek, and steadfastly pursue, the benefits of education. But education must be more than factual enlightenment—it must enrich the character as well as the mind. 

One shining example for people of all faiths of what education ought to be is that provided by the Lubavitch movement, headed by Rabbi Menachem Schneerson, a worldwide spiritual leader who will celebrate his 80th birthday on April 4, 1982. The Lubavitcher Rebbe's work stands as a reminder that knowledge is an unworthy goal unless it is accompanied by moral and spiritual wisdom and understanding. He has provided a vivid example of the eternal validity of the Seven Noahide Laws, a moral code for all of us regardless of religious faith. May he go from strength to strength. In recognition of the Lubavitcher Rebbe's 80th birthday, the Senate and the House of Representatives of the United States in Congress assembled have issued House Joint Resolution 447 to set aside April 4, 1982, as a "National Day of Reflection." 

NOW, THEREFORE, I, RONALD REAGAN, President of the United States of America, do hereby proclaim April 4, 1982, as National Day of Reflection. In order to achieve its highest goals, education must be more than just a training in facts and figures, or even in basic skills, as important as they areIt must also include instruction in the deepest ethical values of our civilization

Very few Americans have done more to promote these ethical values as the basis of civilization than Rabbi Menachem Mendel Schneerson, the leader of the worldwide Lubavitch movement. The word "Lubavitch" comes from the name of a Russian city and means city of love. That is very appropriate because, of all the ethical values which inform our civilization, none is more important than love—love of wisdom, love of our fellowman, and love of our Creator. 

These are the values which Rabbi Menachem Mendel Schneerson exemplifies. And they are the values, with their roots in the Seven Noahide Laws, which have guided the Lubavitch movement throughout its history. They are the essence of education at its best, and we should be certain that we pass on this precious heritage to all young Americans. 

In recognition of Rabbi Schneerson's contributions and in honor of his 83rd birthday, which falls this year on April 2, the Congress, by House Joint Resolution 186, has designated April 2, 1985, as "Education Day, U.S.A." and authorized and requested the President to issue an appropriate proclamation in observance of this event

NOW, THEREFORE, I, RONALD REAGAN, President of the United States of America, do hereby proclaim Tuesday, April 2, 1985, as Education Day, U.S.A., and I call upon the people of the United States, and in particular our teachers and other educational leaders, to observe that day with appropriate ceremonies and activities.

IN WITNESS WHEREOF, I have hereunto set my hand this 4th day of April, in the year of our Lord nineteen hundred and eighty-five, and of the Independence of the United States of America the two hundred and ninth.

  1. Yo how do I get a hold of you? I would like to get involved already signed the petition. I'll go hand out pamphlets at Walmart if I have to I just would want to know the best information to get people's attention and what is the best thing to say once I have it. I'm with you brother let's get this thing repealed
