Public Law 102-14 states it is America's "responsibility" to transmit the the values of the Noahide Laws to the future (here). Many wonder how Public Law 102-14 was passed since it so obviously breaks the law of the separation of church and state. According the Rabbi Cohen of www.Noahide.org, the bill was passed because Noahide Law was presented as "education" and not religion. Rabbi Cohen and Noahide.org are the same group who had the U.N. declare that Noahide Law is obligatory (here) and whom list "decapitation" as the punishment for breaking the Noahide Laws on their website (here).
