Are the Noahide Laws really in the Book of Jubilees?



Noahide apologists, particularly Christian Noahide apologists are very desperate to give the Noahide Laws Biblical origins as their appearance only in the Babylonian Talmud would give them less credence in the Christian world and would also lead many Christian to view them with a certain degree of suspicion and lack of theocratic authority. Many Christians, such as the Vatican, have stated that the Noahide Laws are listed in Acts 15:28-19 (here), however, Acts 15 never uses the term "Noahide Laws" and there are only four laws listed: no idolatry, do not consume blood, do not eat the flesh of strangled animals, and do not engage in "fornication"; there are four laws, not seven. But most importantly Acts 15 does not list the most important Noahide Law, the only positive commandment, to set up "Courts of Justice" to execute those who break these laws, this is the law which makes the Noahide Law objectionable... and it is absent in the Book of Acts. However, there is another deception going on and that is the assertion that the Noahide Laws are found in the Book of Jubilees. The Book of Jubilees, part of the Ethiopian Orthodox Bible, is generally considered to be a second-century B.C.E. Jewish Apocrypha. Chapter 7, verses 20-33 lists only six laws which Noah gave to his sons, and they are different from the seven Noahide Laws found in the Talmud. The specific laws require the following: "to observe righteousness, and to cover the shame of their flesh, and to bless their Creator, and honour father and mother, and love their neighbour, and guard their souls from fornication and uncleanness and all iniquity." Notice that there is no commandment to set up courts of justice to execute those who transgress the laws and that these laws are not even the same as those found in the Talmud. The Noahide Laws are not found in the Book of Jubilees.... beware the Jubilees deception. 
 
Book of Jubilees 
Chapter 7, verses 20-33 states:

"And in the twenty-eighth jubilee [1324-1372 A.M.] Noah began to enjoin upon his sons' sons the ordinances and commandments, and all the judgments that he knew, and he exhorted his sons to observe righteousness, and to cover the shame of their flesh, and to bless their Creator, and honour father and mother, and love their neighbour, and guard their souls from fornication and uncleanness and all iniquity. For owing to these three things came the flood upon the earth ... For whoso sheddeth man's blood, and whoso eateth the blood of any flesh, shall all be destroyed from the earth."
